Behavioral Health and Mental Health Services

Volusia Cares offers both behavioral health navigation and direct counseling services, designed to meet clients where they are and help them take control of their mental wellness and recovery journey.
Counseling Services
For individuals whose insurance is accepted by Volusia Cares—or who are uninsured or underinsured—we provide direct counseling services delivered by our experienced clinicians. Our compassionate, whole-person approach addresses the social, physical, emotional, and psychological aspects of wellbeing to help clients move toward a healthier, happier life.
We serve clients ages 12 and up, offering individual, family, and group counseling.
We believe everyone deserves access to behavioral health services, regardless of their financial situation
Behavioral Health Navigation
While having healthcare coverage may be the first step to getting the care that you need, we understand that some may need extra support in understanding the system. Our behavioral health navigation services support individuals who have insurance or Medicaid plans not currently accepted by Volusia Cares. Our licensed clinician helps clients assess their needs and connect with qualified community providers for therapy, medication management, and other behavioral health services. We know that navigating the mental health and substance use system can be overwhelming, so we offer expert guidance every step of the way—ensuring timely access to appropriate care and ongoing support.
Flagler Opioid Recovery Program (CORe)
Volusia residents who are willing and able to travel to our Palm Coast office may also access the Flagler County Coordinated Opioid Recovery program.
Volusia Cares RISE Program
(Resilience through Income, Stability and Essentials)
Volusia Cares RISE is a collaborative initiative to help households meet their basic needs today while building financial stability for the future. Through emergency rent and mortgage assistance combined with financial stability programming, including case management, household budgeting, and financial education, RISE supports households in crisis and empowers them to achieve long-term resilience.

Please Note: RISE applications will only be accepted online. We are unable to complete or assist with any part of the application process by phone. If you have questions, please do not call our main office line, as our team there cannot assist with RISE-related inquiries. All information about the program is available on our website. Because this assistance program is in high demand, pre-screening applications will only be accepted on certain Monday mornings beginning at 8:00 AM for a limited time.
