Process to Appeal Denial
Appeal Eligibility
Individuals may appeal if:
- They received a denial letter for your application, and
- They believe the denial was in error and that you meet all eligibility requirements.
Denials are based on one or more of the eligibility criteria for the program not being met.

Specific to Rent assistance:
- Income (last 30 days) under 200% of federal poverty guidelines
- No more than 2 months past due on rent
- If rent owed exceeds 2 months, you must provide proof of agreement/resolution with landlord
- No open eviction case
- Landlord must agree to accept assistance
- Not in government-assisted housing
- Must present a valid hardship
Specific to Mortgage assistance:
- Must be past due but not more than 2 months
- No open foreclosure case
- Must present a valid hardship
- Agreement with lender for any balance due, with documentation of resolution
Documentation Required:
- Driver’s license, Florida state-issued ID, or Passport for each person in the household eighteen (18) years of age or older.
- Driver’s license, Florida state-issued ID, Passport, birth certificate or immunization record for each person in the household seventeen (17) years of age of younger.
- Social Security card, income tax statement or social security award letter for all household members, with the exception of children younger than sixty (60) days old.
- Proof of all income (employment, recurring benefits) from the past thirty (30) days.
- Current rental/lease agreement or mortgage statement.
- Past due or 3-day eviction notice.

Appeal Timeline
- Acknowledgment of receipt of your appeal will be sent within five (5) business days via email or mail.
- Review of the request by Volusia Cares leadership team will be completed within ten (10) business days of the receipt.
- You may be contacted to submit additional documentation to be considered.
- Final decision will be provided within thirty (30) days, via email or text, from the date the request for appeal was submitted.
